Gas tax repeal lures California Democrats in key House races

Democratic congressional candidate Katie Porter surprised political watchers last week when she launched a cable television ad declaring she opposed higher gas taxes.

The controversial $52 billion tax and fee increase was the result of a signature effort by Gov. Jerry Brown, also a Democrat, to pay for the largest road funding plan in California in more than a quarter century. Most Democratic state lawmakers supported the effort.

But Porter is not the only Democrat in a hotly contested House race taking a public stand against the measure as it faces an expensive repeal campaign…

Democratic candidates’ efforts to distance themselves from the tax increase are a sign of the measure’s unpopularity with voters, particularly in regions with lots of commuters. But it also shows how Democrats running in swing districts can potentially neutralize the issue, while demonstrating their independence from the party bigwigs in Sacramento… (more)

Brown Assails Gas Tax Repeal As Republican ‘Loser’ Stunt

Gov. Jerry Brown frames the gas tax as a “test of American strength,” but repealers say, “we’re taking back our money.”

LOS ANGELES, CA — Gov. Jerry Brown delivered a sharp defense of his new gas tax Friday at Union Station in downtown Los Angeles, saying efforts to repeal the legislation by a group of Republican leaders was nothing short of a test of America’s ability to maintain a central place on the world stage.

“The test of American strength is whether we defeat this stupid repeal measure which is nothing more than a Republican stunt to get a few of their losers returned to Congress. And we’re not going to let that happen,” Brown said during a Mobility 21 conference attended by several hundred state and local transportation officials.

SB1 raised gas taxes by 12 cents per gallon for gasoline and 20 cents per gallon for diesel fuel, along with hiking vehicle registration fees. The new taxes are expected to raise $5.2 billion annually for road and bridge repairs and mass transit projects in the state…

“The cost of living is already on the increase in California and families are struggling to survive. This is unacceptable,” said repeal organizer and former San Diego City Councilman Carl DeMaio in April. “Gov. Jerry Brown and his special interests … need to prepare themselves. We’re coming and we’re taking back our money.”… (more)

Regional Measure 3 – A Bridge Toll increases and changes in the voter approval process for future bridge toll decisions:

We have to take exception to this statement. This bill does not add another dollar it adds at least $3.00. This is an example of how the media is being used to sell lies to the public. But the public is on high alert for FAKE NEWS so they are a lot less gullible than they were during previous election cycles.

Beyond cost of living increases, RM3 authorizes the Bay Area Toll Authority to increase tolls above $3 without consulting the electorate, if deemed necessary to service BATA’s huge debt.The law makes the agency’s first commitment to its creditors.) 

To understand RM3, its opponents considered what it would fund as well as how the funds will be raised. They are promising projects to all the counties in the hopes of convincing enough people to support the bill, NBC is labeling a $1 bridge toll increase.

One of the promises made to San Mateo commuters is that their share of the funds would be used to create express toll lanes on 101 from San Francisco to Mateo County, I-680 and other highways in the region. This does little for commuters, while it adds more to the coffers of the MTC. Will the voters see this?

 

 

Republicans ready to turn in signatures for ballot measure to repeal California gas-tax increase

Republican activists said Tuesday that they have collected at least 830,000 signatures for an initiative to repeal recent increases in California’s gas tax and vehicle fees, more than enough to qualify the measure for the November ballot.

The activists need 585,407 signatures of registered voters to qualify the ballot measure.

Because signatures are still being processed and counted by the campaign, backers hope to have 900,000 by the time they begin turning them in to the counties on Friday, according to Carl DeMaio, a former San Diego City Council member and organizer of the drive.

“The breadth and depth of voter anger over the car and gas tax hikes is just amazing,” said DeMaio, who hosts a radio talk show. “We are seeing Democrats, independents and Republicans sign the petition and volunteering to carry the petition, people from all walks of life.”

The initiative targets a law approved in April 2017 by the Legislature and Gov. Jerry Brown that is expected to raise $5.4 billion annually for road and bridge repairs and improvements to mass transit… (more)

 

Getting between motorists and their cars has become the new third rail of California politics

For all the talk in California about leading the world on climate change and resisting President Trump’s anti-environment agenda, the state has a third rail of environmental policy. Touch their cars and Californians will revolt.

Any effort that limits, constrains or makes driving one’s car more expensive or inconvenient — no matter how civic-minded the proposal — is immediately controversial in California, and often a nonstarter. Getting between Californians and their cars can spell the end of a political career. Just ask former Gov. Gray Davis, who was recalled in large part because of his decision to triple the vehicle license fee.

Two separate, unrelated efforts launched last week are a reminder of just how difficult it is to make public policy when it involves peoples’ cars.

At the state level, a group calling itself “Reform California” announced that it was launching an initiative drive aimed at repealing the new gas tax and vehicle fee increases. Those increases were approved by Gov. Jerry Brown and the Legislature in April after years of negotiations over how to pay for an estimated $73 billion in deferred road repairs and infrastructure maintenance. The 12-cent-per-gallon increase will take effect Nov. 1.

In Los Angeles, a group of Westside residents have begun a campaign to recall City Councilman Mike Bonin for his support of so-called road diets that have eliminated traffic lanes. Bonin has been one of the council’s most outspoken advocates for Vision Zero, the city’s plan to reduce traffic deaths by slowing traffic speeds. But two projects in his district — one in Playa del Rey and one in Mar Vista — have created a huge backlash, with residents complaining that the road diets have created clogged streets, slower traffic and longer commutes…

But as the Bonin recall campaign and the backlash to road diets in other neighborhoods demonstrate, drivers do not like this change. What does the political pressure on Bonin portend for other elected officials? Are they going to stick by their commitment to a more walkable, bikeable, sustainable city. Or back away from the third rail?…(more)

Lawsuit alleges state is trying to sabotage initiative to repeal gas tax increase in California

The state attorney general’s office on Monday released a title and summary for a proposed initiative to repeal a gas tax increase. Proponents of the ballot measure say the state-drafted title and summary are misleading and they will go to court to have them changed.

The way language on measures is written can affect whether voters sign the petitions.

Assemblyman Travis Allen (R-Huntington Beach), the leading proponent of the initiative, said he will go to court to have the title and summary changed.

“We’re going to challenge it in Superior Court,” Allen said late Monday. “Gov. Brown’s attorney general has issued a misleading title and summary,” Allen said. The lawmaker said “almost everything” in the short summary would mislead voters. We will wait to win in court and then we will be gathering signatures up and down the state…(more)
