Major L-Taraval changes up for vote Tuesday

Taraval Street is about to transform in the name of transit.

The proposed changes are contentious. As transit officials have proposed to make the L-Taraval line safer, neighbors in the sleepy Sunset district have booed and hissed at transit officials in community meetings…

Now, a hard-won compromise was reached between those who want the L-Taraval line to be safer, and those fearful businesses will be harmed.

Most sides still have gripes with the project…

“We’re not saying we want no islands, we’re saying we got to this point and let’s test it out,” Chow said. “Because every implementation [the SFMTA has] done so far has upset every community they’ve been in.”…

As a compromise, the SFMTA plan up for vote on Tuesday would paint stripes that would ban cars from being in part of a lane, instead of creating boarding islands at four of the proposed locations closest to businesses.

Lighting the way..

On a recent tour of Muni Metro East, a light-rail vehicle repair yard, the San Francisco Examiner was shown L-Taraval train No. 1428.

Train 1428 is a guinea pig for new ultra-bright LED lights running along the door and on the front and back of the train. It will likely be a “modest” cost, Haley said, to help car drivers better see trains and pedestrians in the foggy stretch of Taraval…(more)

This really is a case of neighborhoods uniting to fight the giant street eater. Citizens are tired of this constant disruption and changes in their lives. There is no point to most of it. Why is SFMTA spending money they don’t have to harass the voters? Yes on L and No on J and K and if you can show up to protest tomorrow, September 20th at the SFMTA Board meeting, please do. Below are links to the staff’s presentation to the SFMTA Board of Directors for their meeting on Tuesday September 20 at 1 pm. at City Hall Room 400. All of the arguments that we made at the July 22 Public Hearing were rejected, and the staff rebutted each of our arguments, and specifically discussed on pp. 22-23 why the stops at 17th, 24th inbound, and 28 should be removed.  If you are interested, you can skim through the presentation to see what they said about the items that interest you, and you can rebut it in your emailed public comment if you want.

WHAT CAN YOU DO?

1.  Please make every effort to attend the meeting on September 20 at 1:00 pm in City Hall, Room 400.  We are the only item on the regular agenda and should come up by 1:30 or 2.  The staff will present the Project, and then we will make our public comments.  We will be allowed to speak only 1-2 minutes.  We need the largest turnout possible to have an affect on the Board’s vote.  Let us know if you can attend.

2.  Email a public comment, even if you are attending the meeting.  We found out that If emailed by Monday noon, the Board members will receive it in time, but the sooner they receive the emails, the more time they will have to read them. Sample letter

L-Taraval public hearing set for Friday

Back in February, merchants and residents were not pleased with the latest proposal presented by officials from the San Francisco Municipal Transportation Agency for the Taraval Street corridor.

The proposal presented six months ago included adding boarding islands, a red transit-only lane, traffic signals and removing some train stops to speed up the L-Taraval.

Merchants worried about where the boarding islands would be constructed because it would require taking away seven to 10 parking spaces, according to the transit agency’s proposal.

The plan had called for one-to-one parking replacement at nearby streets.

Albert Chow, owner of the Great Hardware store on Taraval between 28th and 29th Avenue, said a there would not be enough parking spaces at nearby streets and that it would have an economic to businesses at community meeting held in February.

Instead, the SFMTA is proposing to test a boarding zone pilot at Taraval Street and 26th, 30th, 32nd, 35th and 40th avenues, which includes painted warnings and new signage to drivers that they have stop to let passengers board and alight trains…

Officials said they still plan to add boarding islands where Muni riders have been hit by a train either getting on or off. Those locations include 19th, 42nd and 44th avenues in both inbound and outbound directions. Boarding islands would also be added at 26th, 30th, 32nd, 40th and 46th avenues in just the outbound direction…

Another concern was the removal of 14 train stops. Officials said they will now only remove nine stops, but that still does not satisfy Paula Katz, a resident in the outer Parkside neighborhood.

Katz told SFMTA board members on Tuesday that the transit agency needs to keep all the L-Taraval stops, and submitted a petition with over 1,600 signatures:

“Many of the signatures in our petition are from L riders whose lives would be negatively impacted if they lose their stops and have to walk an extra block or two when they are catching the L or coming home and when they shop at our local merchants, the library, post office and our local Safeway, which for some incredible reason all are losing their L-Taraval stops.”

The Taraval Boarding Island Question: Q&A with Katy Tang

Last week, Streetsblog brought you an editorial from Katy Tang about the issue of installing concrete boarding islands on Taraval as part of SFMTA’s Muni Forward project. This was in response to a headline in the SF Examiner, that declared “Supervisor Slams Brakes on L-Taraval Changes.”

As Streetsblog readers may recall, business owners were pushing back against the boarding islands because of the potential loss of parking in front of their shops; Streetsblog brought you the story of the rancorous public meeting about it, and other issues, back in February.

Is it true that Supervisor Tang was holding up safety improvements because of her small-business constituents and their objections? Streetsblog had reached out to Tang several times. Finally, Friday, Streetsblog was able to sit down with the District 4 Supervisor and get her perspective, face to face.

STREETSBLOG: The Examiner story was accurate, with the exception of the headline?

TANG: Factually, it was true. It just didn’t tell people all of what was going on.

SB: So what is going on? Let’s pick this up from that infamous meeting with the community at Dianne Feinstein Elementary about Muni’s proposed improvements to the L-Taraval.

TANG: At that large meeting, everyone was yelling at each other and not giving time to hear people. We heard from people that they were confused about what SFMTA proposals were on Taraval.  It’s not just about boarding islands. It might be about transit-only lanes. Parking removals associated with boarding islands. Traffic signals. Stop removals. So it was a whole host of things. You had to look at every intersection to know what’s going on. Because those meetings were just shouting fests, and it wasn’t just that one, there were several, we felt like, you know what? We’re not being productive. MTA wants feedback, and people aren’t providing feedback, they’re just yelling.

Transit Supervisor slams brakes on L-Taraval changes

It’s back to the drawing board for proposed changes to the L-Taraval Muni line after neighbors rallied against adding boarding islands at stops on Taraval Street.

Through three meetings last month, Sunset district neighbors and transportation planners worked on a new plan for the L-Taraval revisions. Those meetings were spearheaded by Supervisor Katy Tang, who said the acrimony over the initial proposal “couldn’t continue.”

The community had expressed anger over the San Francisco Municipal Transportation Agency’s plan to build pedestrian boarding islands on Taraval Street. Currently, train riders disembark directly onto the street.

Albert Chow, owner of Great Wall Hardware on Taraval Street, said, “We would like to seek safety, but not see boarding islands” built, because Taraval would lose parking.

Parking would be extended on side streets, the SFMTA has said, but neighbors still fear it would adversely impact businesses.

Instead of boarding islands, Chow said he and others asked for flashing bumps on the roadway, painted white pedestrian zones on the streets and overhead signs to warn away cars when people disembark from trains.

The recent SFMTA meetings followed a more contentious one in February in which hundreds of Sunset residents booed and hissed at the SFMTA planners.

“I think [the SFMTA] did listen” to neighbors’ concerns about initial L-Taraval plans, Tang said. “But because we didn’t see the final revision [to the plans], we’ll see.”… (more)
